Wendi Wilkes is the Senior Vice President and Chief of Staff for the Water Practice at Banner Public Affairs, where she leads strategic initiatives to advance water infrastructure policy and investment.
Before joining Banner in January 2025, Wendi served as Director of Infrastructure Implementation in the U.S. Environmental Protection Agency’s Office of Water. In this role, she oversaw the rollout of Bipartisan Infrastructure Law funding and led engagement with state partners to accelerate investments in the nation’s water systems.
Previously, Wendi was the Regulatory and Legislative Affairs Manager for the Association of State Drinking Water Administrators (ASDWA), where she focused on Safe Drinking Water Act regulations, water infrastructure funding, and congressional relations. She also held roles at the American Water Works Association’s Government Affairs Office in Washington, D.C., and the Texas Commission on Environmental Quality’s Office of Water.
Wendi holds a bachelor’s degree in geography from the University of Texas at Austin and a master’s degree in public management from Johns Hopkins University.
